It's not just UV that they are attempting to protect us from. That's just the radiation that shows visible symptoms, so it can't be hidden - all the superfast sunburns and dying sea mammals showing signs of UV poisoning.
It's also the other - more subtle and more insidious - forms of radiation that they are trying to block: microwaves, x-rays, cosmic rays. They're streaming down at us too. Those eight people sickened at the beach over the weekend, that's what caused them to sicken. It was only 88 degrees. And they closed the schools early in Philly for the same reason - didn't want kids to start falling over and becoming 'non-responsive' at school, might cause a news story. If they sicken at home, that's easier to hide, just another localized obituary entry, ho-hum.
Symptoms to look for: ear-ringing, pressure headaches, skin rash, abdominal discomfort, dizziness, 'night sweats', shortness of breath, lethargy, insomnia, damaged immune system, swollen thyroid. Not every person experiences every symptom, of course. The radiation will also damage gametes, sperm and eggs and thereby cause increasing numbers of mutations in newborns. Later comes brain damage, strokes and heart attacks.
The brain damage causes depression, personality changes, involuntarily speaking in gibberish (damage to the speech center of the brain), dementia, schizophrenia and psychosis. There will be a resulting rise in violence around the world as people succumb to the brain damage. Look around - that has begun and it is now spreading rapidly throughout the human population.
